Gilchrist County finalizes safety agreement with Ginnie Springs after deadly shootings

TRENTON, Fla. (WCJB) — Gilchrist County commissioners have finalized a new agreement with Ginnie Springs aimed at improving safety and reducing crowding during holiday weekends.

County leaders said the agreement has been in the works for more than a year, following two deadly shootings at Ginnie Springs last Memorial Day weekend.

The new agreement spells out stricter safety requirements at Ginnie Springs, including mandatory security on holiday weekends, monitoring crowd sizes, and limiting vehicle access inside the park. Camping is now restricted to designated areas, quiet hours will be enforced after midnight, and amplified music will only be allowed for park-sponsored events.

Commissioners said the goal is to create a family-friendly atmosphere that discourages the rowdy behavior and heavy drinking that have led to problems in the past.

Law enforcement also praised the improvements, saying they’ve seen fewer calls for service and fewer disturbances at the springs over the last year.

Not every commissioner thought a formal agreement was necessary initially.

“I think they’re doing a fantastic job. The only question I have on this is, do we need this kind of agreement for one thing? You do your job, I’ll do my job — this is with a private entity,” said Tommy Langford, Gilchrist County Commission chairman.

Langford said his main concern was liability. Even so, the board voted unanimously to move forward with the agreement.

County officials said it gives them something to fall back on if safety rules are violated and allows for better communication between the county and park operators.

Background on deadly shootings

Officials said it’s still early, but the changes are making a noticeable difference. Security has been a focus of discussions around Ginnie Springs for nearly a year and a half now.

In May 2024, two deadly shootings happened at the park over Memorial Day weekend. In May of this year, officials with FDLE released photos trying to identify several men involved in a fight that escalated into one of those shootings.

The victim, Marco Mandujano, was not involved in the fight but was shot and killed while he was walking through the area.

Fisher Watts is charged with second-degree murder for the other shooting that Memorial Day weekend. He has a hearing scheduled for Nov. 21. Prosecutors said he murdered Koty Stewart.

Stewart’s family sued the LLC that operates the park, Ginnie Springs Outdoors. The two sides reached a mediated agreement in May of this year. No details were released.

  1. It is a sad statement when even one commissioner’s opinion for lax safety requirements be withheld to ensure the safety of all.
    I applaud Gilchrist County Commissioners for taking steps that will make a safer environment for everyone.
